Florida Lawmaker Threatens a 'Living Hell' for Disney as LGBTQ Feud Intensifies

The Walt Disney Co.'s proclamation that it will somehow force an overturn of Florida's "Parental Rights in Education" bill that Governor Ron DeSantis signed into law on Monday could mean the loss of government perks that will lead to "a living hell" for the company best known for family-friendly theme parks and movies, state Representative Anthony Sabatini told Newsweek on Friday.

Sabatini enthusiastically voted in favor of House Bill 1557, which critics call the "Don't Say Gay" law, in February and has been one of its highest-profile proponents ever since Disney issued a March 28 decree saying its "goal as a company is for this law to be repealed by the legislature or struck down in the courts."

In response, some lawmakers are threatening to reverse government favors that have benefited Disney since 1967, when Florida created something called the "Reedy Creek Improvement District (RCID)." This gave Disney taxing and other privileges and allowed it to "act with the same authority and responsibility as a county government," a favor that made sense to politicians at the time since Disney was promising to turn 38.5 square miles of "largely uninhabited pasture and swampland into a global destination," according to the RCID website.

DeSantis, in fact, signaled during a Thursday press conference that he's open to the idea of reversing special privileges that had been carved out for Disney, though repealing corporate state tax breaks are off the table since all businesses qualify for them. DeSantis said he'd be in favor of not allowing Disney "to have their own set of rules compared to everybody else."

How the CIA Helped Disney Conquer Florida

Disney and his advisers then sought a way to 'limit the voting power of the private residents' of the area, to control the impact that local democracy might have on the company's plans...employed a scheme devised by senior CIA operative Paul Helliwell to establish two phantom cities...

The cities were based around Bay Lake and Lake Buena Vista, two artificial reservoirs Disney engineers created by obstructing the area's natural water flow.

The company could then 'use these fake governments to control land use and make sure the public monies the theme park generated stayed in Disney's private hands,

Teams of Disney lawyers... drafted the legislation to establish the two pseudo-cities, passed by the Florida legislature in 1967.

At a secret "seminar" Disney convened in May 1965 Helliwell came up with the approach that to this day allows the Disney organization to avoid taxation and environmental regulation as well as maintain immunity from the U.S. Constitution. It was the same strategy the C.I.A. pursued in the foreign countries. Set up a puppet government; then use that regime to do your bidding.

Though no one lived there, Helliwell advised Disney to establish at least two phantom "cities,” then use these fake governments to control land use and make sure the public monies the theme park generated stayed in Disney's private hands. On paper Disney World's "cities" would be regular American home towns—except their only official residents would be the handful of hand-picked Disney loyalists who periodically "elected" the officials who, in turn, ceded complete control to Disney executives.

In early 1967, the Florida legislature created Hallowell’s two "cities,” both named for the artificial reservoirs Disney engineers created by obstructing the area's natural water flow. When you visit Disney's Magic Kingdom, you are visiting the City of Bay Lake, Florida. The other was the City of Lake Buena Vista. In both “cities,” in violation of both the U.S. and Florida Constitutions the Disney-engineered legislation established a property qualification for holding elective office, requiring that each candidate for office there "must be the owner, either directly or as a trustee, of real property situated in the City" in order "to be eligible to hold the office of councilman."

DeSantis responded that the Walt Disney Company injected itself in politics and tried to take some control of the democratic process in the state.

"This company had a deal unlike any company or any individual in the state of Florida and probably anywhere in the United States. They were self-governing," he said.

"They had extraordinary powers. They could build nuclear power plants. They didn't have to go through the permitting process [which] obviously [offers] a lot of tax benefits. And so that's just inappropriate."

What is the Reedy Creek Improvement District?

Reedy Creek is what’s known as an independent special district, which was created by the Florida Legislature to “support and administer certain aspects of the economic development and tourism” within its boundaries, according to its website. The district stretches across Orange and Osceola counties in Central Florida.

Under the law, landowners of the district — not the counties it straddles — are responsible for paying the cost of services that local governments would normally provide. The district functions by taxing landowners — mainly Disney — and issuing bonds to pay for major projects and public services.

What does it include?

All of Walt Disney World Resort is located within the district, which encompasses about 25,000 acres — or nearly 40 square miles. Disney is the largest single landowner.

Two cities sit within Reedy Creek: Bay Lake and Lake Buena Vista. Combined, the cities have a population of 53, according to U.S. census data from 2020. Residents are chosen by Disney, the Orlando Sentinel reported in 2015, and live in mobile homes on the resort complex.

Members of the board of supervisors in Reedy Creek, which functions like a county government, must be landowners, according to a 2004 state report. The report says those members have historically been deeded about five acres by a Disney affiliate.

According to its official website, the district includes 134 miles of roadways and 67 miles of waterways that it maintains. Approximately 250,000 guests visit every day.
