The car wasn't speeding. On the contrary, it was driving too slowly -- 24 miles per hour in a 35 mph zone, according to the Mountain View Police Department

What do you mean no ticket?  Screw that shit.  Send it to google. They broke the law!  Google gets a pass because there was no driver?  Didn't the fool who pulled over the car notice there was no driver in it?  WTF!
